The standard land value is an average site value for land. It is determined by the expert committees in accordance with (§ 196 BauGB) on the basis of the collection of purchase prices (§ 193 (5) BauGB in conjunction with § 195 BauGB), taking into account the different development status throughout the area. In developed areas, standard land values are to be determined using the value that would result if the land were undeveloped.
